Crown fined record $1m for junket conduct

Crown Casino has been fined a record $1 million by Victoria’s gambling regulator for failing to vet its junket operators.

The Victorian Commission for Gambling and Liquor Regulation (VCGLR) on Tuesday confirmed it had fined Crown Melbourne for failing to comply with its regulatory obligations.

The regulator had been investigating the Southbank casino after 2019 media reports alleged junket operators who brought in high-rolling gamblers had links to organised crime.

The reports led to the establishment of the Bergin Inquiry in NSW, which in February found Crown unfit to run a casino at its newly built Barangaroo complex in Sydney.

Royal commissions are also underway into Crown’s casino licences in Melbourne and Perth, while the federal financial crimes watchdog is undertaking an inquiry into casino junket tours.

The VCGLR found Crown failed to gather the necessary information to make an “informed decision” about the people involved in the junkets and did not check or verify information with them.

It also found the company failed to maintain appropriate records relating to junkets.

“This failure meant it was unclear how certain decisions were reached by Crown and whether such decisions were made with due regard to Crown’s regulatory obligations,” the regulator said.

The $1 million fine is the maximum available to the regulator under the Casino Control Act.

“That fine reflects the seriousness of this matter and the fact that Crown’s failure to implement a robust process occurred over an extended period,” VCGLR Chairman Ross Kennedy said in a statement.

“Robust processes must be implemented to ensure that Crown’s Melbourne casino remains free from criminal influence and exploitation.

“These are strict and legislated regulatory requirements, and this is an area where Crown has repeatedly failed.”

The VCGLR has issued a letter of censure to Crown, prohibiting the company from working with junkets until “processes and procedures have been improved to the satisfaction of the commission”.

Crown’s executive chair Helen Coonan said the company has already ceased dealing with junket operators as part of its “reform agenda”.

“These reforms and changes to our business are aimed at delivering the highest standards of governance and compliance as we restore public and regulatory confidence in our operations,” she said in a statement to the ASX.

The VCGLR has asked Crown to report back regularly on the progress of its reforms.

Victorian Greens Leader Samantha Ratnam said the fine was “too little, too late”.

“It shouldn’t take years of damning allegations and the announcement of a royal commission to finally spur our regulator to act,” she said in a statement.

“While the fine itself will likely be nothing more than loose change to Crown, we hope this provides the government with yet another sign that it’s time to break up with the gambling giant for good.”

Ms Ratnam has previously called for the government to suspend Crown’s licence while the royal commission is underway.

The VCGLR did not release its detailed reasons for its findings as Crown argued the information was “valuable” and could be used by criminals to launder money at its casino.

Online Gambling at a Global Virtual Scale – Key Indicators of a Reliable Online Casino

The rise of electronic gaming or online gambling is a relatively new phenomenon. The industry boomed long after the Internet-its prime medium of making business-was invented.

In fact, it was only in the 1990s that online gaming software technologies were used in a significant scale. By the turn of the new millennium, it has rapidly grown into a multibillion-dollar business that maintains strong monetary transactions throughout the world and web.

Today, hundreds or even thousands of online casinos vie for customers' trust, making this niche industry a particularly competitive venture.

Although online gambling has a global reach, not all jurisdictions allow such kind of activity. And in areas where it is legal, competition is highly saturated.

Only the fittest survive. By “fit,” it means a gaming establishment that is stable enough to keep money from circulating, trustworthy enough to attain good reputation, and high-tech enough to support all the technical needs of players. The following are factors indicative of a reliable online casino brand:

The name: Every brand name has a distinct reputation attached, whether good or bad.

The brand sums up everything that a business is all about: its services, products, response to changes, concern for its clients, and almost every other facet relevant to its operations. In most cases, only the largest and best online casinos, such as 12BET, are able to maintain top-notch reputation for the overall qualities they possess.

The deposit channels: A good online casino should have a large network of banking partners, or at least, has several deposit accounts where players can deposit their wagers safely, conveniently, and anonymously. The payment method must be as easy as gaming itself, wherein accessibility is not an issue and convenience is a desirable side effect.

The games and their payouts: Players 'go out' into the only casino world for one major thing: earn money. Of course, enjoying the games is also vital to a good gaming experience. Hence, the best online casinos will do everything they can to offer only the most advanced, most innovative, most visually stunning, and highest paying games to their patrons.

The support team: Large online gaming companies, such as 12BET, maintain high regard to customer satisfaction. When one incurs a technical glitch or has some questions about their online casino games, a support team must be always be there to address such issues.

Only the most reliable casinos can afford to offer such service and giving punters with this kind of support, especially with agents who know exactly what their callers need, will enable for better relationship between them and the casino.

This 2015, online casinos will be more aware of the different needs of their players.

Whether in the customer service department or in the bonus features of their games, these businesses must know what 'high-quality gaming experience' truly is and to whom is it really for.
